GRANTOR OF CLOCK HOURS

Clock hours shall be granted by the committee of the district where the
applicant was employed at the time the experience was completed. Persons who have not been or are not currently employed by a school will be granted clock hours in the following ways:
• by the local committee of the district where the applicant was last employed
• by the local committee of the district where the applicant currently resides

EARNING CLOCK HOURS

Definition: "Clock hour" means an hour of actual instruction, supervised group activities, or planned individual professional development. Except for teaching experiences that are directly designed to experience teaching students of different socioeconomic, cultural, or
other diversity factors - clock hours are not to be granted for teaching that requires licensure. One hour of participation = one clock hour unless an exception is provided in these guidelines. Allowable time excludes travel time, meals, breaks, faculty meetings, etc.

*** Clock hour requests must be made within one year of completion of the experience.

To request renewal of a teaching license:
• earn a minimum of 125 clock hours (clock hours earned after an application has been signed by the local committee chairperson may be applied to the next renewal period)
• accumulate at least thirty clock hours in each area in which the license will be renewed
• obtain instruction or other professional development activities which address positive behavioral intervention strategies (minimum 2 clock hours)
• obtain instruction or other professional development activities which address accommodation, modification, and appropriately meet the needs of varied students in achieving graduation standards (minimum 2 clock hours)
• obtain instruction or other professional development activities which evidence further reading preparation (minimum 2 clock hours)
• obtain instruction or other professional development activities which address  1. key warning signs for early-onset mental illness in children and adolescents (at least 1 clock hour) and 2.  suicide prevention (at least 1 clock hour - effective August 1, 2017)
• obtain instruction or other professional development activities that integrate technology effectively with student learning to increase engagement and student achievement (beginning with all renewals in 2012) minimum of 2 clock hours
• provide a written reflective statement of professional accomplishment and the applicant's own assessment of professional growth showing evidence of:
1. support for student learning;
2. use of best practices techniques;
3. collaborative work with colleagues that includes examples of collegiality such as attested-to committee work, collaborative staff development programs, and professional learning community work; or
4. continual professional development that may include
a. job-embedded or other ongoing formal professional learning or
b. for teachers employed for only part of the renewal period of their expiring license, other similar professional development efforts made during the relicensure period.
5. practices in meeting needs of English Language Learners (in effect August 1, 2015)

Reflective statement may earn up to 5 clock hours

• earn clock hours in two categories (categories defined below)

CLOCK HOUR CATEGORIES

A. College courses - verified by transcript
1. each quarter credit = 16 clock hours
each semester credit = 24 clock hours
2. audit/non-credit courses will earn clock hours as a workshop

B. Workshops, conferences, institutes, seminars, webinars, lectures in areas appropriate to licenses held as verified by certificate of attendance or written statement from workshop sponsor

C. Staff development activities, in-service meetings and courses as verified by certificate of attendance or written statement of in-service sponsor. Blanket approval is given to experiences provided by Dist. 531, the Minnesota Department of Education, the Rochester Area Math Science Partnership and the Zumbro Education District (ZED).

D. Curriculum development for use with students, teachers, or in-service courses as verified by written statement of administrator of educational unit responsible
1.  Starting with the 2017-2018 school year Byron teachers may submit up to 5 clock hours per school year up to a maximum 0f 25 clock hours per 5 year period for curriculum writing.

E. Peer coaching or mentorship relationships with colleagues as verified by certificate of attendance at workshops and logs verifying additional hours signed by building principal. Maximum: 24 clock hours per five years

F. Professional service
1. Supervision of clinical experiences of persons enrolled in teacher licensure programs
a. 16 clock hours granted per quarter or 24 clock hrs per semester
b. verified by written statement of local administrator
c. maximum of 30 clock hours per 5 years
2. Membership on committees involved with licensure, teacher education, or professional standards as verified by written statement of chairperson or representative of agency responsible
3. Participation in national, regional, or state accreditation as verified by written statement of accrediting agency representative or local administrator

G. Leadership
1. Development of new or broader skills and sensitivities to the school, community, or profession. Maximum of 30 clock hrs per 5 year period. Example: volunteer leadership roles (4-H, scouting, church, advisory boards, etc.) - verified by written statement of a representative from the organization in which the activity occurred
2. Publication of professional articles in a professional journal (1 clock hour per hour of research and writing) as verified by a copy of the article and summary of the experience
3. Volunteer work in professional organizations related to the areas of licensure held as verified by a written statement from a representative of the organization
4.  Teacher training provided on teacher-supervised trips with students by companies such as E (Education First) Educational Tours - up to 1 clock hour per day as verified by written statement from a representative of the tour company.

H. Opportunities to enhance knowledge and understanding of diverse education settings
1. Experiences with students of another age, ability, culture, or socioeconomic level as verified by written statement from a representative of the agency for which the teaching was done
2. Systematic, purposeful observation during visits to schools and to related business and industry as verified by a written statement from an official representative of the school business

I. Pre-approval travel or work experience
1. Travel related to licensure area as verified by a detailed itinerary, objectives for the trip, and a summary of how instructional capabilities are improved
2. Work experience in business or industry related to areas of licensure as verified by written statement from employer
3. 10 clock hours per week of travel or work, with no more than 30 clock hours in five years
